Associate Chief Privacy Officer & Ombudsperson


Deborah Evans is the Associate Chief Privacy Officer and Ombudsman at Rogers Communications, Canada’s leading provider of diversified communications services. She is responsible for privacy across all lines of business, where she advises on how innovation can co-exist with regulatory and legislative requirements. Deborah is also Rogers’ new Ombudsperson, a role that provides an impartial review of unresolved customer complaints.

Deborah is responsible for Rogers’ relationship with the Office of the Privacy Commissioner and the CCTS, the body that oversee complaints to the telecoms sector.  She spearheaded the revamp of Rogers’ privacy policies, a review of Rogers Anti-Spam Legislation compliance regime, and the implementation of a new automated customer preference center. Deborah has also overseen the company’s compliance with the implementation of the Wireless Code of Conduct, an enforceable code that was introduced by the CRTC, Canada’s telecoms regulator in 2013 to address ongoing consumer issues in the wireless sector. Deborah has also represented Rogers at numerous regulatory proceedings and government hearings.

Deborah joined Rogers in 2007 and has progressed through various positions within the organisation assuming her current role in 2014.  With nearly 20 years’ experience working on policy and regulatory issues across a range of industries, Deborah is skilled at advising senior management on how to promote positive policy and regulatory environments for the organizations that she represents.

Deborah holds a Bachelor of Arts (Honours) in Politics from Brock University; and a Masters of Public Affairs, with a specialization in European Integration, from Carleton University.  She is a member of Canadian Marketing Association’s Privacy Committee, Former Chair of the CWTA’s Recycling Committee, and a member of the CWTA Accessibility Committee. In 2015 she was the recipient of the prestigious CEO Award, where she was recognized for her contributions to improving Rogers’ customer experience for customers with accessibility needs, including the launch of a data only plan for deaf and hard-of-hearing customers. Deborah has also been on a number of team projects that have received Customer 1st Awards from Rogers Executive Leadership team.
